📑 The short version
  • The government’s “Kyushu Fukko Ouen-wari” travel discount can be used on JAL Dynamic Package bookings (domestic flight + hotel).
  • It takes up to 50% off the trip price, or up to 60% in Kumamoto and Kagoshima, capped at ¥20,000 per person for one night and ¥30,000 for two or three nights.
  • On JAL, Miyazaki goes on sale first, at 14:00 on Wednesday 30 September. Kumamoto, Kagoshima, Fukuoka, Saga and Nagasaki are still being prepared, and JAL isn’t selling the Oita discount at all.
  • You can only stay in one prefecture, flights on their own don’t count, and you must book through that prefecture’s dedicated page.
  • Each prefecture’s budget is limited and sales stop once it runs out. You can’t combine it with JAL’s own Kyushu Support Coupon.

What the Kyushu Fukko Ouen-wari is

On 28 July 2026 a magnitude 7.1 earthquake struck Kumamoto, reaching the top intensity of shindo 7 in Uki City and the town of Hikawa. The Japan Meteorological Agency named it the 2026 Kumamoto Earthquake. Hotel cancellations followed, and not just in Kumamoto – they spread across Kyushu.

To bring visitors back, the Japan Tourism Agency set up the Kyushu Fukko Ouen-wari, roughly “Kyushu recovery support discount”. The national government pays for a discount on trips and stays of one night or more in Kyushu. It covers stays from Thursday 1 October 2026 and ends prefecture by prefecture – 15 December in Fukuoka and 25 December elsewhere at the latest, or earlier if the money runs out.

Discount50% of the trip or stay price (60% in Kumamoto and Kagoshima)
Cap (per person, per trip)Hotel only, or transport + 1 night: ¥20,000
Transport + 2 nights or more: ¥30,000
Stays in two or more prefectures: ¥35,000
Eligible staysFrom 1 October 2026 (the end date varies by prefecture)

Jalan, Rakuten Travel, hotels’ own websites and other travel agencies sell the same discount. This guide sticks to JAL’s flight + hotel packages.

How much you save

JAL applies two discount levels, depending on the prefecture.

PrefectureMaximum discount
Kumamoto, Kagoshima60%
Fukuoka, Saga, Nagasaki, Oita, Miyazaki50%

Caps per person, per booking

Length of stayMaximum discount
1 night¥20,000
2–3 nights¥30,000

The discount is rounded down to the nearest ¥100, and optional add-ons such as car rental, tours and meals aren’t discounted.

How much you need to spend to hit the cap

Divide the cap by the discount rate and you get the per-person trip price at which the discount maxes out.

Discount1 night (¥20,000 cap)2–3 nights (¥30,000 cap)
50% (Miyazaki, Fukuoka, Saga, Nagasaki)¥40,000+ per person¥60,000+ per person
60% (Kumamoto, Kagoshima)¥33,400+ per person¥50,000+ per person

Say you book two nights in Miyazaki at ¥70,000 per person. Half of that is ¥35,000, which is over the cap, so you get ¥30,000 off and pay ¥40,000. At ¥50,000 per person, you’d get ¥25,000 off.

The cap goes up by ¥10,000 between one and two nights. If a one-night package is already close to the cap, it’s worth pricing a two-night stay as well.

JAL says the rest will go on sale on the same page once they’re ready. Oita isn’t handled by JAL “due to various conditions”, so for an Oita stay you’ll need Jalan, Rakuten Travel, a hotel’s own website or another agency.

For reference, the Japan Tourism Agency lists prefecture-wide booking start dates of 15 September for Nagasaki and Kumamoto, 24 September for Fukuoka and Saga, and 25 September for Oita and Miyazaki. JAL’s launch dates are separate.

Miyazaki: first to open

Miyazaki calls its version the “Kyushu Fukko Ouen-wari – Miyazaki-wari Campaign”. The prefecture’s conditions are:

Eligible staysNights from Thu 1 October to Fri 25 December 2026 (check-out by 26 December)
DiscountUp to 50%
Cap¥20,000 for one night; ¥30,000 for two nights or more with transport
Not eligibleBusiness trips and official travel, day trips, bookings made before sales opened
At check-inBecause the discount is funded by a government subsidy, you sign a usage application form (riyō shinseisho) prepared by the hotel

Jalan and Rakuten Travel started selling Miyazaki at 10:00 on 25 September, and hotels and travel agencies from 28 September onwards. JAL joins at 14:00 on 30 September. Miyazaki residents can use it too.

JAL’s booking rules

  • Only JAL Dynamic Package bookings that combine a domestic flight and a hotel qualify. Flight-only bookings don’t.
  • You can stay in one prefecture only. Itineraries with stays in two or more prefectures are excluded, so the ¥35,000 multi-prefecture cap in the national scheme doesn’t apply on JAL.
  • Packages run from one to three nights, and the discount covers up to three. JAL also states that itineraries with differing numbers of nights can’t be booked.
  • Optional add-ons such as car rental, sightseeing and meals aren’t discounted.
  • Book through the prefecture’s dedicated page after accepting its terms. Bookings made from other pages don’t get the discount.

Each prefecture’s budget is capped, and JAL says sales will end once the limit is reached, without prior notice. If your dates are fixed, booking early is the safer bet.

How to book

  1. Open the Kyushu Fukko Ouen-wari page on JAL’s website (JAL Pak domestic tours) and check whether your prefecture is on sale.
  2. Go to that prefecture’s dedicated page, then read and accept the terms. Bookings from the regular search page don’t qualify.
  3. Choose your departure airport, dates and hotel. Book the flight and hotel together, for one to three nights in the same prefecture.
  4. Check the price and complete your booking and payment. Optional add-ons aren’t discounted.
  5. At check-in, follow the hotel’s instructions. In Miyazaki, you’ll sign the usage application form.

The campaign pages are in Japanese only, so a browser translation tool helps. If you only need a cheap flight, see our JAL Domestic Flash Sale Guide.

The discount or JAL’s Kyushu coupon?

JAL is also handing out its own JAL Kyushu Support Coupon (JAL九州応援クーポン). It’s separate from the prefectures’ discount, and you can’t use both on one booking.

WhoJMB members booking a JAL Dynamic Package (domestic flight + hotel) whose outbound flight lands at an airport in one of six Kyushu prefectures: Fukuoka, Oita, Nagasaki, Kumamoto, Miyazaki or Kagoshima
Discount¥3,000 per group (for a trip price of ¥30,000 or more per group, excluding add-ons)
Booking period29 September 2026 – 31 January 2027
Travel period1 October 2026 – 28 February 2027
NoteClaim the coupon before you book. It works alongside other stackable coupons, but not with the Kyushu Fukko Ouen-wari.

When the prefecture discount is available, it’s worth far more: up to ¥20,000–30,000 per person against ¥3,000 per group. The coupon makes sense when your prefecture’s budget has run out, when your stay falls after the discount period (from 26 December for Miyazaki), or when you’re heading to Oita, which JAL doesn’t sell under the discount.

Earn a bit more: point sites and your card

The discount comes straight off the trip price. On top of that, there are two more places to claw a little back.

1. Go through a point site before you book

Data from PointNavi, the point-site comparison site we run, shows JAL Pak domestic tour offers (ジャルパック 国内ツアー) on Moppy, Hapitas, Point Town, Point Income, Powl and others. Rates change often and differ from site to site, so it pays to compare before you book. The point sites themselves are in Japanese.

Even if you come in through a point site, you still need to book on the prefecture’s dedicated page on JAL’s website. Whether discounted bookings earn points, and whether points are based on the price before or after the discount, depends on each point site’s terms.

New to point sites? Start with our beginner’s guide, and see the PointNavi guide for how to compare rates.

2. The card you pay with

Flights and hotels for two or three people add up. If you were planning to get a new card anyway, this payment can count toward its welcome-offer spending requirement (check each card’s terms). For frequent travellers who want to earn points on what they spend, these two are worth a look.

JAL’s own credit cards also often come with sign-up rewards on point sites, and you can compare those on PointNavi too.

JAL’s campaign page also lists ways to support Kyushu without travelling:

  • Donating miles to the 2026 Kumamoto Earthquake relief mile programme (until 23:59 on 30 September)
  • A Kyushu food feature on JAL Mall, and JAL’s furusato nozei (hometown tax donation) site
  • A Kumamoto menu at DINING PORT Goryotsuru, a restaurant near Narita Airport (30 September – 31 October; part of the sales goes to Kumamoto Prefecture)
