What the campaign actually is

The official name is Minami no Takarabako Kagoshima — Kagoshima Kanko Ouen-wari (南の宝箱 鹿児島 かごしま観光応援割). It is not the national “Kyushu Fukko Ouen-wari” that starts in October — that is a separate scheme, and the two cannot be combined. This one is Kagoshima Prefecture acting alone, ahead of the national programme. The prefectural assembly approved the supplementary budget on 11 September and sales begin three days later.

How much you really save — and where the cap bites

The rule fits in one line: 60% off, up to ¥20,000 per person per booking. There is no limit on the number of nights. Two things about that per-person-per-booking wording are worth knowing before you start searching.

¥33,333 is the point where the discount stops scaling

¥20,000 ÷ 0.6 works out to about ¥33,333. So if the accommodation charge per person stays at or below roughly ¥33,333, you get the full 60%. Above that, the money stops at ¥20,000 and your effective discount starts sliding.

These figures are worked out from the published rules to show how the cap behaves. The amount you actually see, and whether it is quoted with or without tax and meals, depends on the property or booking site.

The cap is per head — and babies count

Each guest on the same booking carries their own ¥20,000 allowance. Two adults on one booking can therefore take up to ¥40,000 off; a family of four, up to ¥80,000.

If you are travelling with a baby or toddler, read this bit. The prefecture’s operating rules add a line directly under the cap: “人数には料金のかからない乳幼児の子供も含む”infants who are not charged for the stay still count towards the headcount. Two adults plus one infant means a three-person allowance, so ¥60,000 rather than ¥40,000. For families this clause can be worth more than the headline rate.

The flip side: extra nights do not raise the ceiling. Three nights on one booking at ¥60,000 per person still gets ¥20,000 off. Splitting a long stay into separate bookings is the obvious workaround, but check before you do it.

Read the seller’s rules before splitting a booking. The prefecture’s rules do not set a “once per person” limit. However, individual booking sites, travel agencies and hotels routinely add their own restrictions on repeat use within the same period. Whether splitting is allowed is the platform’s call, not the prefecture’s — so check that platform’s terms page first.

The list of booking sites is not out yet. The official site says banner links will appear “from Monday 14 September, from the booking sites that are ready, in sequence”. For reference, the previous Kagoshima campaign ran through Jalan, Rakuten Travel, JTB, Rurubu Travel, Yahoo! Travel, Ikyu and JAL Pack. The same line-up is likely — but until a banner appears on the official site, nothing is confirmed. If your Japanese is limited, check which of the listed sites offers an English interface before you commit.

Only the first wave goes on sale on 14 September

This detail is buried in the operator rules rather than the consumer page. The businesses that can sell from 14 September are those that also took part in the previous summer campaign and completed their paperwork by 7 September. Everyone else follows later:

  • Applied by Sunday 13 September → on sale from Wednesday 16 September.
  • Applied on or after 14 September → the secretariat confirms a start date once the application clears review.
So a hotel missing on day one is not necessarily out of the campaign. A second wave lands on 16 September, and properties keep trickling in after that. If the place you want is not listed on the 14th, check the official list and the booking sites again a couple of days later.
There is also a per-property allocation. The operator rules state that each property may only sell “within the allocation notified by the secretariat”, and anything beyond it is not subsidised. In practice that means the money runs out property by property rather than all at once across the prefecture. One ryokan being sold out tells you nothing about the next one.

The official property list makes the same point in its own words: some properties may already be sold out for direct bookings, but the same hotel may still be available through an agency or a booking site. It also notes that properties not on the list can still qualify when booked through an agency or OTA — so it is worth searching the booking sites even if your first choice is missing from the official page.

Bookings open five days before a five-day holiday, and the day before that holiday the shinkansen is whole again. Rooms over Silver Week will go first, and they will go fast.

Which is good news if your dates are flexible. The stretch from 24 September to 13 October is mostly weekdays: rates are lower to begin with and competition is thinner, yet the discount rate is the same 60%. The same ¥20,000 allowance simply goes further on a cheaper night.

What to do on booking day

  1. Set up your account the night before. Register, log in and save a payment method on whichever booking site you plan to use. Signing up as the sale opens is how people miss out.
  2. Check the official site first on 14 September. A banner there is your confirmation that a given site has actually started selling.
  3. Make sure the plan itself is eligible. Sites label these plans with 応援割 or similar. Booking a normal plan by mistake cannot be fixed after the fact.
  4. Claim the coupon if the site requires one. The official FAQ notes that some booking sites need a dedicated coupon. Confirm the discount has actually applied on the final payment screen before you confirm.
  5. Aim for around ¥33,333 per person if you want the full rate. That is where the allowance is used up exactly.
  6. Sort out your ID. The lead guest needs photo identification at check-in.

What is not covered — existing bookings included

Starting with the question most people will have: a booking made before sales open on 14 September cannot have the discount added afterwards. If you want it, you have to rebook once an eligible plan is on sale.

Bring photo ID to check-in. The official FAQ asks for the lead guest’s driving licence, passport or similar. For foreign residents a residence card or passport does the job. Booking direct or through an agency also means signing the subsidy application form as the lead guest, so do not turn up empty-handed.

Versus the national Kyushu discount: what stacks, what doesn’t

The names are similar and so are the rates, but these are two different schemes. The official site opens by saying so: this campaign is run by Kagoshima Prefecture separately from the national Kyushu Fukko Ouen-wari.

You cannot use both. The operator rules say plainly that this campaign cannot be combined with other travel discounts run by the prefecture. Kagoshima’s share of the national scheme is also delivered by the prefecture, so for stays between 1 and 13 October you pick one or the other.
Municipal discounts are a different story. The very next line of the same rules allows combining with travel discount schemes run by municipalities inside Kagoshima — and sets the order: the municipal discount applies first, then this campaign’s 60% comes off what is left. If your destination city or town is running its own accommodation subsidy, that is worth ten minutes of searching before you book.

Which one to pick for the overlap

  • Stays from 14 to 30 September: only the prefectural campaign exists, so there is no decision to make.
  • Stays from 1 to 13 October: both could apply, but Kagoshima has not announced when the national scheme opens for booking. For a room-only booking the cap is ¥20,000 either way, so take whichever you can actually book.
  • Transport-and-hotel packages of two nights or more: the national scheme caps at ¥30,000 (¥35,000 if you stay in two or more prefectures). In that case it is worth waiting for the details.

Stacking cashback on top

Everything above lowers the price. If you book through an OTA, you can also add money coming back. The two mechanisms are unrelated, so in principle they do not conflict.

Route your booking through a point site

Rakuten Travel and Jalan run offers on Japanese point sites almost year-round. The routine is: log in to the point site, click through to the booking site from there, then book as normal. After you stay, the point site’s reward lands on top of whatever the booking site gives you.

Two things to verify yourself before you click.
First, what the reward is calculated on — most offers use the amount you actually pay, meaning the post-discount figure.
Second, how coupons are treated — plenty of offers state that bookings using coupons are excluded, and whether a prefectural subsidy counts as a “coupon” is worded differently from site to site.
Read that offer’s conditions page in full before booking, not after.

Rates for the same offer move around, and no single point site is always highest. Payment method and the booking site’s own points

  • Rakuten Travel: pay with a Rakuten Card and line the booking up with campaign days. Rakuten points accrue on what you actually pay, after the discount.
  • Jalan: Ponta and d points, with prepaid-card bonus campaigns appearing regularly.
  • Yahoo! Travel: PayPay points.
  • Ikyu: Ikyu points, and a catalogue weighted towards higher-end properties.

In previous rounds of regional travel support, site coupons could be used alongside the public discount — Rakuten Travel’s own guidance allows up to three coupons on a domestic booking, of which one may be a municipal coupon. The rules are tweaked each time, though, so treat the figure on the payment screen as the only one that counts.

How long will the money last?

“Ends when the budget runs out” is easier to judge once you see the numbers.

Kagoshima’s September supplementary budget creates a new line item worth ¥452 million, funded entirely by a national grant for emergency regional support. Broken down by type, roughly ¥392 million is subsidy — the part that actually becomes discounts — and about ¥61 million covers running costs such as the call centre and the website.

Working from ¥392 million of subsidy:
· if everyone maxed out at ¥20,000 → around 19,600 person-nights
· at an average of ¥10,000 per person → around 39,200 person-nights
· at an average of ¥6,000 per person → around 65,300 person-nights

For scale: after the July 2026 Kumamoto earthquake, Kagoshima lost more than 180,000 person-nights of bookings by the end of August, reported as at least ¥2.27 billion in damage. This budget covers, at best, about a third of what was lost — and a five-day holiday weekend is sitting in the middle of the window.

This is not the kind of campaign that gets cheaper if you wait. It is first come, first served until the money is gone, and the official site puts that sentence somewhere you cannot miss it. The previous Kagoshima campaign offered 20% off capped at ¥5,000 (¥8,000 for the islands), and even that hit booking limits at some agencies. This one is three times the rate and four times the cap.
